There are still regions of space which are unclaimed or largely undeveloped/unpopulated. Most of 0.0 is completely empty even when you factor in bots. It's not terribly difficult to get a start in 0.0 from a standings/alliance standpoint. One of the main problems is that new corps have trouble competing against the NPC corps in terms of individual-level isk making. Most players would rather stay in hi-sec, something that CCP has been openly and adamantly opposed to changing.
The only reasonable option is to remove 0.0 regions from space to force players together. Fountain would be a good place to start. |

Obviously that's the best option, but as I hinted at there's really no possibility of that happening as the majority of the EVE playerbase (like any MMO really) has little or no interest in PvP. This is especially true, as you correctly pointed out, when there are costs associated with doing so. I mostly wanted to address the false notion that there are hundreds of corps waiting in the wings for their chance at 0.0, and that their doing so was impeded only by some group of fatcats high on technetium and sanctums.
Poor game design indeed, but if the 0.0 ideas published by the devs recently are any indication the risk:reward disparity will likely only worsen. |

To be fair, it's unreasonable to expect more than 20-30% of any player-base to ever progress to the point where they can reasonably participate in, let alone complete, end-game content. In our case I suppose that's 0.0, or at least the intent. Under that model 0.0 is unreasonably large. Maybe keep one or two regions and implement a CTF mechanic, or give LP for killing other players.  , or even have an automated tournament system like AT where we can fight without actually losing our ships.
